New Federal Guidance on Effective Communication

On November 12, 2014, The U.S. Department of Education’s Office for Civil Rights and Office of Special Education and Rehabilitative Services, together with the U.S. Department of Justice’s Civil Rights Division, issued guidance about the rights students with hearing, vision, or speech disabilities.

The guidance provides requirements that school districts must provide to ensure that students make effective communication progress. Public schools must "ensure that communication with students with hearing, vision and speech disabilities is as effective as communication with all other students.”
