(1) District did not include rejected options discussed at the Team meeting and the reasons for their rejection in the Notice of Proposed District Action (N1).

(2) District forced student to graduate with the modified Competency Determination denying access to transition services.

Noncompliance:

(1) District issued a N1 without including the description of the action proposed or refused and the explanations for why district was refusing to provide requested transitional services.

Compliance:

(2) District complied with modified competency determination procedures because the IEP indicated X graduation date, and district is providing student with “stay put services when parent rejected graduation; student received a FAPE, completed all local graduation requirements, and earned CD.
