Issue

District did not implement student’s IEP; District informed complainant it does not provide teletherapy for speech and language services during COVID-19

Finding

Noncompliance:

Blanket policy precluding provisions of speech teletherapy is a violation. District did not consider student’s individual needs. 

NOTE: DESE. recognizes that the specific methodology of speech therapy required by student would not be possible with teletherapy, and notes that it is highly probable student did not make effective progress  

Corrective Action

Provide DESE with written assurance that COVID-19 policies will consider student’s individual needs.  

District must provide written assurance it will convene an IEP meeting to consider the student’s eligibility for compensatory services.
